- Survey of more than 1,000 people to document perceptions, priorities and expectations ahead of the general election
- More than 50 individual interviews with business leaders, political figures, former parliamentarians and representatives from the economic, academic, cultural and community sectors
- Mobilization of four strategic committees bringing together around 60 experts and business representatives
- Analysis of Montreal’s economic trajectory, distinctive strengths and role within Quebec’s value chains
- Benchmarking of public policies and approaches implemented elsewhere to identify practices applicable to the Quebec context
- Synthesis of the work into seven guiding principles and nine concrete recommendations, supported by proposed actions for the first year and the full duration of the next government’s mandate
The Result
A white paper designed to contribute to the public debate ahead of Quebec’s 44th general election, offering a shared understanding of Montreal’s strengths and its role in Quebec’s prosperity, and translating that analysis into concrete priorities for the next government.
